From a designer's perspective, it's difficult to name the ordering of the processes, since it depends on the capabilities of the manufacturer. I think most PCB CAD designers are unaware of the ordering of processes, so if ordering is allowed it should not be required.
Elias Bakken you are correct. Processes have no ordering relationship to another like layers have. They will be processed sequentially, but we specify the final board where a process is a function across layers independently of other processes.
